Disability Benefits Administrator
The United Church of Canada is seeking a Disability Benefits Administrator on a Full-time basis (35 hours per week). The Benefits Centre operates within Shared Services which ensures that the employment, compensation, policies are upheld and that federal/provincial employment standards are met. It oversees certain payroll services and is responsible for the governance and administration of the Pension and Benefits Plans of The United Church of Canada. Staff are committed to embody the standard of care obligations which come with managing multiple employers and employee monies, as all Benefits Centre roles must act in a fiduciary capacity in the administration of the pension plan and the benefits plans. They support the development of cross-functional teams, and collaboration and transformation opportunities to achieve the collective goals of the integrated Benefits Centre Team, ensuring high level of service to members.
The Disability Benefits Administrator provides leadership in the ongoing management of The United Church of Canada’s disability programs, including short-term disability (Restorative Care Program “RCP”), long-term disability (LTD), WSIB claims, and return-to-work (RTW) programs. This role ensures compliance with relevant legislation and internal policies while liaising with employees, vendors, insurers, and healthcare providers to facilitate timely and effective case management.
Primary Areas of Responsibility
Administration of Restorative Care Plan (RCP) and Long-Term Disability Plan (70%)
- Administer RCP, LTD, and WSIB claims from initiation to resolution; act as a liaison between employees, managers, insurers, and third-party vendors; Provide accurate and comprehensive responses to disability policy and administration inquiries and issues; and determine eligibility for RCP and LTD benefits and ensure accurate and timely submission of claims and documentation.;
Communication (20%)
- Ensure all parties involved with an employee’s absence understand the status including eligibility for benefits, medical documentation requirements, anticipated or planned return to work dates, and any limitations or restrictions; Provide guidance and education to internal HR partners, management, employees and treasurers regarding sick leave and claims processes, including RCP, LTD, WSIB and accommodations;
Third Party Relationships (10%)
- Interact on a regular basis with third party providers (i.e., Canada Life, Telus Health) that aid and support with the disability administration requirements;

Qualifications
- Post-secondary education in Human Resources, Disability Management, Occupational Health, or a related field with CEBS certification or working towards this certification is an asset, Certification in Disability Management (e.g., CDMP or CRTWC) is preferred;
- 3-5 years years of experience in disability claims management or employee health management and experience working with third party-providers and multi-employer plans is an asset;
- Extensive knowledge and experience in benefits administration, short and long term disability management together with a strong understanding of benefit plans with a strong understanding of STD/LTD contracts, WSIB processes, and RTW principles and knowledge of ESA, HSA, WSIB, and Human Rights legislation;
- Well-developed organization, time management and planning skills with the ability to research, analyze and problem-solve;
- Strong computer skills in the use of various software applications - Office 365, SharePoint, Dynamics, One Drive, Teams, Zoom, and other online platforms, with advanced knowledge of Excel (expertise in working with and manipulating large data files) and proficiency in case management systems;
- Self-directed with the ability to meet deadlines and with high accuracy and attention to detail together with the ability to balance conflicting competing priorities and the flexibility to effectively deal with changing situations or priorities;
- Ability to interpret and maintain contracts, manuals, policies, bulletins etc. regarding benefits administration and short and long term disability plans;
- Strong verbal and written communication and interpersonal skills together with a “customer service” ethic and a professional and respectful approach; the ability to liaise with plan members, internal team members and service providers; French language skills would be an asset;
- Excellent consultation and facilitation skills to gather and disseminate information needed by the various constituencies;
- Strong team player and self-motivated towards moving processes forward; and
- Ability to work in a confidential environment showing tact, diplomacy, discretion, flexibility and patience resulting in client satisfaction;

Working Conditions
The United Church of Canada has adopted a hybrid workplace model, providing flexibility for this position, working both off-site and in the General Council Office, located in Toronto, ON. The incumbent will be provided, for work purposes, use of secure devices and must be available by email, phone, teams or zoom during regular office hours Monday to Friday. Sitting and viewing a computer screen for long periods, keyboarding/using assistive devices or software, intermittent physical activity including sitting, standing and being on the phone for long periods of time will be required. Occasional additional hours may be required.

Compensation
The salary range for this position is $56,023 to $74,697. This is based on category 5 on our salary range. Placement on the salary range will be based on factors such as market condition, internal equity, candidate experience skills and qualifications relevant to the role. Pension and group benefit plans coverage and annual vacation round out this compensation package.
